All foreign workers who want to apply for a first work permit in Malta must use this website to
obtain the necessary information on the Pre-Departure course.
What is the Pre-Departure Course?+
The Pre-Departure Course is a mandatory online course. You must complete it before applying for a
work permit.
Is the Pre-Departure Course mandatory?+
Yes. All non-EU / non-EEA / non-EFTA nationals must complete it.
What is a claimed sector?+
A claimed sector is a sector that needs special training or assessment by law. Tourism and
Hospitality is currently the only claimed sector.
Do tourism and hospitality workers need more than the Pre-Departure Course?+
Yes. Tourism and hospitality workers must also complete the Skills Pass.
What do I learn in the Pre-Departure Course?+
You learn about living in Malta, local rules, culture, transport, health services, and work rights
and duties.
How is the course given?+
The course is online through Coursera, with videos and reading material.
Are there exams?+
Yes. There are online exams with simple questions. Each exam takes about 30 minutes.
How much does the Pre-Departure Course cost?+
The total fee is €245 and €5 booking fee for the Phase 2 interview.
What is Phase 1?+
Phase 1 is the online exams for Part 1 and Part 2.
What is Phase 2?+
Phase 2 is a short face-to-face interview at your nearest VFS centre.
Who must do Phase 2?+
All candidates applying for their first work permit and not working in Malta.
What happens after I pass Phase 1 and Phase 2?+
You receive your Pre-Departure Certificate and can apply for the Single Permit.
What is the Skills Pass for Tourism and Hospitality?+
The Skills Pass shows that you are ready to work in hotels, restaurants or tourism businesses in
Malta.
When do I do the Skills Pass?+
You do the Skills Pass after completing the Pre-Departure Course.
How much does the Tourism and Hospitality Skills Pass cost?+
The Skills Pass is paid after completing the €245 Pre-Departure Course. The fee for the Skills
Pass in Tourism and Hospitality is €230, which includes a €5 booking fee for the Phase 2
interview.
What does the Skills Pass include?+
It includes customer care, the Maltese tourism product, online learning, exams and an interview
when required.
How do I register on the portal?+
You create an account, enter your details, upload documents and accept the terms and conditions.
What happens if I give false information?+
Your account will be suspended and no refund will be given.
Can I use expired documents?+
No. Using expired documents will permanently suspend your account.
How do I receive my certificate?+
Certificates are issued digitally weekly through Blockcerts.
